Having been involved in quite a number of load testing and optimization cases by now. The optimal setup for best throughput seems to be when the number of LDAPBanks our pool of LDAP connections approaches the same size as the number of policy server worker threads.
There seems to be more involved than just the sequential time waiting for the LDAP response, and with higher numbers of worker threads there seems to be also some delay navigating the locks that surround the LDAPBank. When the LDAPBank pool size is close to the active worker thread pool size, that lock time seems to be minimized as well.

But analysis of the access log would be handy and not too hard to implement, so I expect that will happen at some stage.

When b finishes it gets removed from the stack too and now we get the control back to a. Finally, when a finishes running it also gets removed from the stack.
In order to better demonstrate this behavior, we will use console. Also, you should usually read stack traces from top to bottom. Think of each line as what has been called from inside the line below it. As we can see here we have a , b and c when the stack gets printed from inside c. Now, if we print the stack trace from inside b after c finishes running we will be able to see it was already removed from the top of the stack, so we will only have a and b.
As you can see, we no longer have c in our stack since it has already finished running and has been popped out of it. In a nutshell: you call things and they get pushed to the top of the stack. When they finish running they get popped out of it. Simple as that.
